Romeo B. Carandang
First Vice President

A home-grown developmental banker, FVP Romeo B. Carandang is the Head of the Provident Fund Department (PFD) since 2018 and the Concurrent Officer – In – Charge of the Human Resource Management Group (HRMG) of the Development Bank of the Philippines (DBP). With more than 37 years of dedicated service to DBP, FVP Carandang honed his banking career beginning from being a student trainee of DBP and rose from the rank.

In 1991, FVP Carandang became an Account Officer (AO) contributing valuable accomplishments such as the first AO who facilitated the approval of the first LGU Water Supply Project account under the World Bank’s LGU Water Supply and Sanitation Project which became the pattern of the succeeding recommendations for LGU loans, creation of several policies and programs such as the SME umbrella program SEED, the  CSF Credit Facility, the CPM 160A or known as the Retail Lending for MSMEs, the Venture Capital Program and the Creation of SME Centers.

Through his years of stay in DBP, FVP Carandang  became the Sub-Unit Head for LGU-UWSP under the Program Management I, DBS (2002- 2003), Head of Procurement Unit for Official Development Assistance (ODA) funded projects that includes World Bank, JICA, ADB and KfW, etc. (2003 -2005); Head of Water and Air Pollution Prevention and Control Unit (WAPPCU) under the Program Management I Department, Program Development Sector (2005-2006); Officer – In – Charge of the Window III Lending Unit Microfinance Resource Center (2006-2007); Acting Head of the Window III Unit, SME Department (2008-2009); Head, Small and Medium Enterprise Unit Program Development II, Development Sector (2009 – 2012); Officer-in-Charge of the Program Development II, Development Sector (2013); Head of the Small and Medium Investment and Loans for Entrepreneurs (SMILE) Department (2013 – 2017); and the Officer-in-Charge of the HRMG – Employee Relations Department (2019 – 2022).

To date, as concurrent OIC of HRMG and Head of PFD, FVP Carandang holds various sensitive positions such as the Chairman of the Promotion and Selection Board I, Vice – Chair of the Personnel Development Committee, Team Head of DBP Vaccination Team and also a member of various Committees (Management Committee, Crisis Management Team, Promotion and Selection Board II, Customer Experience Circle, Technical Working Group of the Organizational Review Committee, Governance Committee, Annual Report Committee, IT Steering Committee, Human Resource Committee, PRAISE Committee and the Provident Fund Board of Trustees).

FVP Carandang graduated at Polytechnic University of the Philippines with a degree of BA- Accounting and holds a Master’s Degree in Business Administration from International Academy of Management and Economics (I/AME) and University of Santo Tomas.
