Atty. Lutgarda C. Baquiran-Peralta
Senior Vice President

Atty. Lutgarda C. Baquiran-Peralta brings with her more than 30 years of lawyering with a strong background in corporate law. Prior to her appointment as the Officer-in-Charge of Corporate Services Sector, she was the Head of the Procurement and Facilities Management Group, Head of Corporate Governance Office, Chief of Staff of the Office of the President and CEO in the Development Bank of the Philippines (DBP), and DBP’s Corporate Secretary.  She also holds the Chairmanship of the  Bank’s Bids and Awards Committee.

Before working at DBP, she was the President of Food Terminal Incorporated, where she was on top of the programming, planning, organizing, directing, supervision, and management of the overall operational activities of the organization and its internal administration. She was also its former Executive Vice President, where she performed policy formulation, planning, programming, and overseeing of overall management.  She also served as Assistant Corporate Secretary of the then Philippine Commercial International Bank (1997-1999) and Equitable PCI Bank (1999-2000). Atty. Baquiran-Peralta was also the former corporate secretary of PCIBank’s subsidiaries and affiliates (1997-2000), namely: PCI Leasing and Finance, Bankard, Inc., PCI Capital Corporation, PCIB Savings Bank, PCI Automation Center Inc., PCIB Securities and PCIB Cigna Life Insurance Corporation, among others. Along with these strong credentials, Atty. Peralta was with ABS-CBN Broadcasting Corporation and Frigate Holdings Inc. as legal officer, Court Attorney V of the Supreme Court and practiced litigation, corporate and family laws as a senior associate lawyer of the Balgos and Perez Law Offices. She graduated with a Bachelor of Arts degree in Psychology at the Ateneo de Manila University in 1982 and finished her Bachelor of Laws at the University of the Philippines in 1986.

Atty. Baquiran-Peralta is a member of the following organizations: Integrated Bar of the Philippines (IBP), Federacion Internacional De Abogadas (FIDA), University of the Philippines Law Alumni Association (UPLAA), UP Women Lawyer’s Circle, Inc. (WILOCI), Ateneo De Manila University Alumni Association, Portia Sorority, and Financial Executives Institute of the Philippines (FINEX). Atty. Baquiran-Peralta was given a citation by the Industrial Guarantee and Loan Fund (IGLF) for her invaluable services to the Fund through her active participation in the conduct of its affairs. Financial Executives Institute of the Philippines (FINEX) awarded her an Early Achiever award. She was awarded as one of the Ten Outstanding Laoagueños in February 2014 by the Laoag City Government for her remarkable accomplishments and significant contributions in the Field of Corporate Law & Banking for upholding time-honored values and traditions, and for having displayed enviable sensitivity to relevant issues particularly those which directly concern her beloved Laoag City, earning the latter prestigious citations and awards, thus giving her the distinction as OUTSTANDING LAOAGUEÑO.
