The FUSED Program aims to contribute in the increase access to electricity services through financing in order to help achieve inclusive growth and poverty reduction. At the end of the FUSED Program by 2030, it is expected to have at least funded Php 90 Billion of the estimated investment requirement for power generation and distribution in the Philippine Energy Plan 2012-2030.
Program Objectives
Specific Development Objectives:
1. To contribute to the attainment of the Philippine Energy Plan 2020 – 2040, Philippine Development Plan, and the United Nation’s Sustainable Development Goals 7 – Affordable and Clean Energy, to ensure access to affordable, reliable, sustainable, and modern energy for all.
2. To contribute to the increase access to affordable, reliable, modern, and sustainable electricity services by assisting through financing the power generation, power transmission, power distribution, and retail electricity in their investment requirements to provide reliable energy services.

- Transmission/Distribution Utilities (e.g., Private DUs, Electric Cooperatives, and Ecozone Developers/Utilities, etc.)
- Retail Electricity Suppliers (RES)
- National Government Agencies (e.g., National Power Corporation, Tourism Infrastructure and Enterprise Zone Authority, etc.) and Local Government Units (LGUs)

Eligible Projects

- Development and construction of energy generation or mini-grid rural electrification projects thru conventional (diesel, bunker, etc., except coal) and renewable energy resources (hydro, wind, solar, biomass, geothermal, ocean, and other emerging technologies) including Project Preparation Activities for RE of LGUs and ECs, to address power supply system constraint
- Rehabilitation/Upgrading of existing and operational plants
- Power distribution and transmission projects that will improve power supply system safety, reliability, efficiency such as reduction of system losses and power service quality for existing customers through rehabilitation and upgrading of distribution system
- Purchase of necessary equipment (hardware and software), service vehicles, tools, and other non-network projects (e.g. office building, warehouse) to improve efficiency and service delivery of power-related companies
- Working capital requirements of Retail Electricity Suppliers in support of retail competition and open access
- Any project which improves the reliability and efficiency of power supply and increase access to electricity services
- Project Preparation Activities for Renewable Energy Projects of LGUs and ECs

- The term of the loan shall be based on the project cash flows or depending on the source of fund. The mode of repayment shall be monthly or quarterly depending on the cash flow of the project and/or the business.
