Senior Vice President

Ms. Olfindo joined the Development Bank of the Philippines (DBP) in June 2017 as Senior Vice President of the Human Resource Management Group (HRMG) under the Corporate Services Sector (CSS). As HRMG Head, Ms. Olfindo is mandated to formulate and implement human resource strategies and programs to support the Bank’s strategic initiatives. She oversees the operations of the HR Administration Department (HRAD), Employee Relations Department (ERD), and the Learning and Development Department (LDD) in achieving the following:

– Provide the Bank with capable, motivated, committed & results-oriented professionals who will facilitate the delivery of the Bank’s strategic objectives;
– Act as the lead unit in maintaining harmonious industrial relations within the Bank, including the administration or management of employee grievance and complaints machinery, employee discipline, and employee communications; and
– Responsible for the needs assessment, crafting and execution of learning strategies to support organizational and business opportunities, employee development linked to performance and integration of corporate strategy, culture, and values into the learning experience.

With more than 25 years of experience in government service, mainly with the Land Bank of the Philippines (LBP), Ms. Olfindo has effectively demonstrated expertise in account management, remittance management, procurement servicing, and facilities management. Her HR-related experience started as she became the head of the Lending Support Department (LSD) which provides services to lending units in terms of manpower and training requirements, among other strategic support services. While at LANDBANK, she also spearheaded and was actively involved in various HR Committees and Technical Working Groups (TWGs), including Committee on Decorum, Employee Management, Programs on Awards and Service Excellence (PRAISE), Business Excellence and Performance Management while attending to Bank Committees handling performance management and evaluation, job levelling (JL), and competency analysis.

Ms. Olfindo holds a Master in Business Administration (MBA) degree from the College of Holy Spirit Manila, a Diploma in Business Administration and Development from the Concordia international College in Vancouver, British Columbia, and is a graduate of a Bachelor of Science degree in Agricultural Business from the University of the Philippines Los Baños (UPLB) where she was conferred the College Distinguished Alumni during the 2017 UPLB Alumni Homecoming.
