Mr. Lagua, is currently the head of DBP’s Corporate Services Sector and Human Resource Management Group. He has been with the Bank for five years now, having first served as its Chief Development Officer for four years. Before joining DBP, he used to spearhead the Small Business Corporation (SB Corp) as their President and Chief Operating Officer. He joined SB Corp after the merger with the Guarantee Fund for Small and Medium Enterprises (GFSME) in 2001, where he served as the Managing Director and Chief Executive Officer (CEO).
At present, he is also the CEO and Governing Board Member of the Industrial Guarantee and Loan Fund (IGLF), a government-owned credit program administered by DBP under NEDA that assists the Filipino entrepreneurs. He sits in the Board of SB Corporation, Local Government Unit Guarantee Corporation, and DBP Data Center Inc. As finance executive, he is an active member of the Financial Executives Institute of the Philippines (FINEX) and the Management Association of the Philippines (MAP). He represents DBP in the United Nations Environment Program-Finance Initiative. He is likewise a Fellow of the Institute of Corporate Directors.
As an expert in the field of management and finance, Mr. Lagua teaches part time at the Ateneo de Manila University (ADMU) and De La Salle University Manila. He is also a Career Executive Service Officer III, having topped the first National Management Aptitude Test Battery in 1990.
He finished his undergraduate studies from ADMU with a Bachelor of Science degree in Management Engineering. He also holds two post graduate degrees; one is a Master in Public Administration from the Harvard University’s John F. Kennedy School of Government and a Master in Business Management from the Asian Institute of Management.
