Financing Program for the Sanitation Sector
Requirements

1.     For basic sanitation facilities – project proposal or program of works indicating among others, the project description and implementation schedule of the project components. 

2.     For Sewerage and Septage Management Project – Full blown feasibility study to include the following information:

a.  Profile of Service Provider

  • Organizational structure - history, nature of business, officers and staff
  • Service area and coverage – barangay, households, commercial and industrial
  • Existing facilities – water supply system, sewerage and/or septage system, septage, other sanitation facilities and status of operation
  • Future programs for water and sanitation

b.  Proposed Project

  • Location and administrative boundaries of the service provider – to include location plan/site development map
  • Physical Characteristics – soil, slope and topography, land use, climate and water bodies and drainage system.
  • Socio-economic Profile – demography and health
  • Environmental conditions – water quality, sanitation conditions, solid waste management and other environmental infrastructures and utilities
  • Population Projection – historical and projected population and household size
  • Water supply increase in service areas
  • Water demand and sewage flow projections
  • Septage volume projections – assumptions, projected potential and target collection
  • Septage characteristics – reported values and design values
  • Service and Cost Recovery Options

c.   Alternative schemes of development – comparison of alternatives and cost, economic analysis

d.   Recommendations – to include detailed cost estimates

3.     DENR-EMB Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC) – certifies that the recipient has complied with all the requirements of the Environmental Impact Statement system and has committed to implement its approved Environmental Management Plan

4.    Discharge Permit issued by DENR-EMB or LLDA

5.    Environmental Sanitation Clearance issued by the Department of Health

6.    For Water Districts - Local Water Utilities Administration Waiver on the proposed project

7.    Provincial/City/Municipal Ordinance on Sanitation

Please note that the requirements under items 3 to 6 are not applicable to basic sanitation facilities, i.e. toilets.
