Credit for Better Health Care Project
Eligibility Requirements
Eligible Borrowers

  1. Retail
    1. Local Government Units, Government-owned hospitals (LGUs, DOH)
    2. Private Health Care Providers
      - Family Physician, General Practitioners, Nurses,   Midwives, Business
      Solution Companies, NGOs, Microfinance Institutions and Cooperatives   supporting/operating primary care clinics, drugstores, private hospitals/ clinics/diagnostic centers/laboratories
    3. Partnerships, Joint Ventures

  2. Wholesale
    1. DBP accredited Rural/Thrift Banks and Micro Finance Institutions borrow and relend to small-scale community health care providers (i.e. midwives, general practitioners, Botika ng Bayan/Barangay)

Eligible Investment Projects

  1. Civil works: construction, expansion, upgrade/rehabilitation of hospitals, medical clinics (i.e. Rural Health Units, Barangay Health Stations, diagnostic/laboratory centers, drugstores - Botika ng Bayan/ Barangay, lying-in clinics)

  2. Civil works include provision of clean water supply, sanitation, and appropriate waste management

  3. Acquisition of medical and non-medical equipment for hospitals, medical clinics, lying-in clinics, laboratories and diagnostic centers to meet Philhealth accreditation standards

  4. Working capital for the preparation of feasibility study, architectural and engineering design, civil work supervision, environmental risk mitigation, stocks of medicines and medical supplies, and ICT equipment

  5. Partnerships: outsourcing technical, medical and ancillary services, support services such as security, housekeeping, food providers; co-management of publicly-owned facility; contracting private providers to deliver health services; and contracting private insurance schemes for target population

Eligibility Criteria for Projects


  1. Inclusion in the Province-wide Investment Plan for Health (PIPH) or Rationalization Plan, Annual Operations Plan, Comprehensive Development Plan or the Hospital Development Plan

  2. Preferably located in unserved and underserved areas

  3. Provision of community-based health infrastructure projects

  4. Supports the attainment of Millennium Development Goal Nos. 4, 5 and 6

  5. Supports the efficient delivery of basic health care services thru Public-Private Partnerships and other modalities

  6. Facilitates participation of small-scale health care providers (e.g. midwives, family physicians, nurses, etc.) and health micro-enterprises

  7. Pursues adequate referral system from lower level to higher level health facilities
